A lot of my choosing-color method is based on artistic decision making, there's no formula.

Lighter colors tend to be less saturated, then base colors in the middle, and darker colors are also less saturated.

And I move around on the color wheel, which is why my colors are so vivid.

I'd use yellow light on green. I'd shade blue with purple... Things like that. Nothing's set in stone. If you use colors right, you can shade blue with red, or vice-verse, it really depends on you and how you pick colors and use them.

You don't always have to shadow white with light blue. Black doesn't always have blue highlights. It depends.
